Quick Bibliography Series Bibliographies in the Quick Bibliography Series of the National Agricultural Library, are intended primarily for current awareness, and as the title of the series implies, are not indepth exhaustive bibliographies on any given subject. However, the citations are a substantial resource for recent investigations on a given topic. They also serve the purpose of bringing the literature of agriculture to the interested user who, in many cases, could not access it by any other means. The bibliographies are derived from computerized on-line searches of the AGRICOLA data base. Timeliness of topic and evidence of extensive interest are the selection criteria.

Abstract:  The end goal of technology, when applied to agriculture, is to
improve the efficiency of food production or to enhance the quality of our
food. That is the goal of bovine somatotropin (BST), one of the first major
products of biotechnology being developed for the food industry. This article
will discuss (1) how BST came into being and the impact it will have on the
food industry; (2) whether it is safe; (3) reasons some people oppose it; (4)
regulatory and consumer perception implications; and (5) public benefits.

Abstract:  Much of the increase in agricultural productivity over the past half
century has been due to more efficacious and economical pest  control through
the use of synthetic chemical pesticides (SCPs). However, there is continued
and growing social and legislative pressure to reduce the toxicological and
environmental risks associated with control of agricultural pests with SCPs.
Public and private sector research is being conducted to develop biorational
pesticides and to replace or reduce the use of SCPs with natural product-based
pesticides, biocontrol (including classical biocontrol), genetically-engineered
pest resistance, and combinations of these replacement strategies.
Nevertheless, these emerging pest control technologies will likely represent
only a small percentage of the pest control market by the year 2000. Therefore,
methods to reduce use rates of synthetic pesticides and to develop more
environmentally and toxicologically benign pesticides are also important in
risk abatement. Such strategies as biorational design, development of pesticide
synergists, and development of crops resistant to more environmentally safe
herbicides, insects, and plant pathogens can improve the environmental quality,
food safety, and allay societal fears concerning crop protection technology.

Abstract:  Technical change is dynamic, recursive, and endogenous to the
economic system. However, empirical studies usually treat technology as
exogenous, defining technical change in terms of its end result: changes in
some production possibilities set. An endogenous view of technical change is
necessary to understand, anticipate, and perhaps alter the development and use
of new technologies and their associated problems. This article outlines a
conceptual framework in which technical change is endogenous. The framework
accounts for the dynamic and recursive interactions between research and
development activities, the adoption and diffusion of new innovations, and the
regulatory and institutional environment. As an example, the development of
glyphosate-tolerant crops is discussed to show how the framework can be used to
identify, organize, and understand the important variables and relationships
for a specific case of technical change.

Abstract:  The essential purpose of food law is consumer protection while
quality judgement is a matter for the individual, based on informative
labeling. Although the Council has agreed major frameworks directives, much
detailed work is still required including; an agreed common list of food
additives; the problems of the constitutents of packaging materials and their
possible migration into food; the assessment of quality of dietary products for
their declared aims; limits for environmental contaminants; the approach to be
adopted for biotechnology products and the labeling of foods containing
ingredients which have been irradiated.

Abstract:  Patents influence economic development and international competition
in the biotechnology industry. They have been, and currently are, used in many
countries as a form of non-tariff trade barrier, where legislative, judicial or
simply policy mechanics dissuade non-residents from entering into business.
Patent policies towards biotechnology are even more complicated than in other
areas. Different definitions of patentable material and the lack of global
standards have resulted in a diversity of national biotechnology patent
policies. In order for biotechnology to mature as a global industry, these
issues of patent nationalism and patent policy must be addressed by governments
and the business and legal communities.

Abstract:  Baculoviruses are insect-specific pathogens which have been employed
for the natural control of insect pests for many years. They present an
alternative to the use of chemical agents for crop protection. Their restricted
host range enables particular pest species to be targeted, and this prevents
any loss of beneficial insects from a treated area. However, their large-scale
development as insect control agents has been limited because they take longer
to kill the host following infection than rapidly-acting chemical insecticides.
The aim of genetic modification of baculoviruses is to increase their speed of
action, while preserving their beneficial characteristics, so creating a fast-
acting, environmentally friendly insecticide. The prospects for achieving this
are discussed in this paper, with consideration of scientific progress and the
influence of economic and legislative factors.

Abstract:  Federal oversight of agricultural biotechnology field testing is
based on public concerns that unknown consequences could arise from such tests,
and that firms may not adequately consider the public consequences of their
research and development activities. In this paper, four general types of ex
ante and ex post approaches to manage public risks from field testing are
explored. The analysis shows that the approaches are least effective at
facilitating the research process yet controlling public risks when the
research firm is small in size and potential damages exceed the value of the
firm.

Abstract:  In 1993, the Single European Market will become reality. For
consumers and producers, economic advantages can be expected. However, concern
has been expressed as to the possible negative effects on food quality. After a
brief review of EC food legislation, outlines activities in the dairy field
which may contribute to a high quality standard of dairy products. These are
among other things related to drinking milk (protein content, heat load),
fermented milk (characteristic micro-organisms), cheese (raw milk cheeses,
cheeses with specific characteristics) and butter (butter definition, criteria
for first quality butter, control of butterfat purity). In a final chapter
discusses the future role of products obtained from genetically manipulated
micro-organisms in the dairy sector.

administrated, such regulations can act as a catalyst for the transfer of new
technology, not a barrier. Such regulations must be based on sound scientific
principles, and are intended to provide protection for the public, engender
public acceptance, and foster communication with the various segments of
society. To develop this new technology in a safe and orderly manner field
testing of the products/organisms of biotechnology, especially genetic
engineering, has been permitted by the U.S. Department of Agriculture (USDA).
USDA permits certify the environmental safety of field testing of plants and
microorganisms developed through the use of material derived from plant pests.
Permits are issued based upon analyses of the biology of the organism, the
affected environment. and the precautions taken to ensure environmental
protection. Licenses for the use of veterinary biologics, including recombinant
vaccines, are also issued.
